• An officer of the Indian Administrative Service (IAS), India’s premier civil service, since 1989. Acquired diverse sets of skills in management; worked extensively and provided leadership in the area of Health, Finance, Infrastructure, Public Private Partnerships (PPP), Information & Communication Technology (ICT) and External Aid Portfolio Management.
• Trained in technology and public administration, carries a blend of intellectual rigor, policy planning and project management skills. Handled managerial responsibilities in Government of India and Government of Rajasthan in various departments e.g. National Highways, Information Technology, Finance, Commercial Taxes, Urban Infrastructure Development, Road Transport, Rural Development and Information & Public Relations.
• Led the government initiative of reviving Public Private Partnerships (PPP) in National Highways through policy interventions – developed a new model (Hybrid Annuity Model) of implementation by appropriate risk allocation among the public and private partners. Extensively involved in the appraisal and approval of National Highway projects being implemented on various modes of delivery viz. BOT(Toll), EPC and hybrid annuity. Successfully led the initiative of asset recycling of public funded national highways (Toll Operate Transfer Model) that resulted in the largest FDI in the highways sector amounting to USD 1.5 billion.
• Responsible for the management of external aid portfolio of Government of Rajasthan; for effective monitoring of utilization of the loans and grants received from multilateral and bilateral financial institutions like the World Bank, ADB, CIDA, KFW and OECF.
• Led the introduction of IT applications framework to improve Government to Citizen (G2C) and Government to Business (G2B) service delivery, facilitated setting up of 700 plus e-kiosks under a public private partnership (PPP) framework, negotiating and managing PPP projects, profit-centre responsibility, project closure and management.
• Played pivotal role in framing up and implementing the IT Policy in Rajasthan to (a) accelerate e-Governance initiatives across state, (b) encourage private investment; and (c) creation of robust IT infrastructure in the state. Started NASSCOM’s Assessment of Competitiveness – a national assessment and certification program for ITES/ BPO industry, a first in India.
• Served as a member of (a) National Task Force on e-governance; & (b) Kelkar Committee on Revisiting and Revitalising PPP Model of Infrastructure (2015-16).
